Cecil received his early education at Premier Primary School (now All Saints Primary School), Onitsha, before attending Christ the King College (CKC), Onitsha. He later earned a Bachelor of Laws (LL. B Hons) from the University of Nigeria, Enugu Campus, and was called to the Nigerian Bar. Early in his legal career at Gani Fawehinmi Chambers in Lagos, he further strengthened his expertise by completing a Mediation and Negotiation program at Harvard Law School.
Even as a young student, Cecil learned independence and financial responsibility early. While his peers relied on parental allowances, he began exploring small business opportunities, laying the groundwork for an entrepreneurial mindset that would define his career.

Perhaps the most formative influence on Cecil's character came from his father's unwavering presence. Every Monday during his university years at the University of Nigeria, Enugu Campus, Ambassador Osakwe would drive from Onitsha to Enugu to pick Cecil up for lunch.
Over these meals, Ambassador Osakwe shared stories of diplomacy, business ethics & the importance of building lasting legacies. This weekly ritual, maintained without fail for four years, instilled in Cecil a deep sense of accountability, discipline & the understanding that excellence is a daily commitment, not a destination.
